With over 100 fighters to choose from, Naruto Shippuden: Ultimate Ninja Storm 4, needless to say, has a lot of characters. Sure, there are several repeats to represent different stages and move-sets, but they are all different. With so many to choose from, it can be really difficult to pinpoint which one is the best.

To help you out, we’ve put together a list of 10 of the best fighters in Naruto Shippuden: Ultimate Ninja Storm 4. These characters exhibit speed, power, variety, and sheer awesomeness as they blitz through absolutely anyone unlucky enough to come across them.

Naruto Uzumaki (Sage of the Six Paths)

Okay, now you may be thinking we’re taking the easy route by putting Naruto on the list, but he happens to actually be one of the best in the game. And, to be completely honest, he should be since you have to clear a majority of the story to unlock this particular form.

Naruto is one of the faster characters, but this version has the most range when it comes to melee attacks. His Ultimate Jutsu may not have the same range as other ninjas (or even other versions of himself) but it triggers really quick so executing it in mid combo just about always leads to devastation.

He’s also the fastest at pulling off jutsu when compared to his other variations. So if you absolutely have to use Naruto, Sage of the Six paths is the way to go. 

Rock Lee

There’s just something about one of the only characters in the game who can’t use ninjutsu that makes Rock Lee so damn cool. But coolness doesn’t win fights. What Rock Lee lacks in range, he more than makes up for in speed and ferocity.

Rock Lee is one of the fastest fighters and his long legs help with connecting all of his combos. His Awakened form dials up his damage output by quite a bit. His taijutsu is also fast and provides a juggle effect. The one issue with Rock Lee is you have to be in close range for pretty much everything, but with an endless flow of strikes, you’ll keep your opponent on their guard.

Like most people on this list, Rock Lee also has an amazing Ultimate Jutsu that is an absolute pleasure to watch. Do not piss this ninja off. 

Sasuke Uchiha (THE LAST)

Nailing down which Sasuke to add to the list was no easy feat. There are six different versions in Naruto Shippuden: Ultimate Ninja Storm 4 and they’re each great for their own reasons. But adult Sasuke is by far the greatest thanks to his awakened Rinnegan and proficiency with a blade.

Like all forms of this ninja, this one is a technical genius. His up combo will launch an opponent allowing him to keep them in the air for an entire round with some skill. His combos pack in a lot of attacks in a very short amount of time. And the Ultimate Jutsu will leave ninjas trembling from the sheer amount of destruction that follows.

Sasuke Uchiha (THE LAST) is perfect for those who want to keep the pressure on, he stays in your face, and his speed makes him difficult to avoid. It’s clear to see why people both respected and feared the Uchiha clan.

Kabuto

Kabuto has evolved throughout the series from that medical ninja who helped you during the Chunin exams to a psychotic man who wanted to become Orochimaru. He did a damn good job, because he’s certainly replaced the legendary Sannin member in terms of usefulness in combat. Kabuto’s movements and combos mimic those of his mentor’s pretty closely adding a bit of modifications to each chain, but it’s his jutsu that makes him a standout.

Kabuto’s attacks reach far and wide. You can easily hit a character from across the arena even if they happen to dodge left or right. Where most jutsu either have just a far reach or just a wide range, Kabuto benefits from both. That makes him perfect for tough fights against fast opponents, or even for if you need to hit an Awakened beast.

On top of it all, Kabuto’s snake-like movements make him very difficult to read. He’s a perfect character for getting players to mess up their timing and waste Substitution Jutsu. 

Kazekage: Gaara

Gaara has always been a force to be reckoned with in the Naruto games. He’s an absolute beast and has the perfect defense. He still has some of the most useful combos in the game, and his extended melee range makes him an absolute nightmare for those trying to rush him.

Kazekage: Garra differs from previous iterations thanks to his power and flow. It’s a much smoother exchange when using this Hidden Sand shinobi, and the fact that his jutsu moves have enough range to reach across most stages, there’s no real safe spot from him. While using him, your best bet is to let opponents come to you, it will be difficult for them to ever get right on top of you so you’ll always have the upper hand.

That extra range also provides Gaara extra time for dodging dangerous attacks. No wonder he became Kazekage at such a young age. 

Sasori

When it comes to range, nobody can mess with the puppet masters. Chief among them is Akatsuki member Sasori. When used properly, you can destroy your opponents without ever coming within stricking distance. Sasori does have a huge weakness that you must keep tabs on if you want to win, but he’s still worthy of being on this list.

Sasori uses a puppet to do all of his bidding; that covers attacking and defending. The puppet doesn’t have a range, so it can attack anyone at any distance while keeping Sasori safely in the back. If the player wielding Sasori can keep tabs on the opponent at all times, a well-placed Substitition Jutsu will keep you completely safe.

Utilizing the puppet to its fullest potential will require lots of Chakra Dashes to keep it in contention with your opponent. But the exchange in energy for a solid defense is a fair trade any day. 

Tsuchikage: Ohnoki

Poor Ohnoki, he has a bad back, and that nose. He also doesn’t get a lot of respect because they think he’s a coward sometimes. It’s a good thing that he goes all out in Naruto Shippuden: Ultimate Ninja Storm 4. This old man is full of tricks that just can’t be matched.

For one, he can fly, so his movements are fluid and direct. He doesn’t move very quickly, though, at least not until he’s attacking. He can build quick combos using Earth style and Particle style. He’s a master at juggling opponents and you’ll look like a total badass using the Tuschikage that most people just don’t pick. Go and show them how he earned that title. 

Tenten

Tenten is one of those ninjas that is easily looked over. She never played a huge role in the manga/anime compared to the other kunoichi in the series. For that reason, you may not expect her to be so useful while playing Naruto Shippuden: Ultimate Ninja Storm 4. However, it turns out that she’s one of the best people to have on your team.

Tenten brings variety to any formation and she’s a formidable ninja on her own. Her particular fighting style allows for huge, ranged combos thanks to her scroll of weapons. She also happens to be equally efficient at hand-to-hand combat, as well, allowing her to handle herself against a rushing opponent. She’s also one of the few whose jutsu has a delayed effect if it misses. That means you can toss it out, but if an enemy rushes too soon, they’ll still get the full brunt of the attack.

This character also makes a great addition for support. With most fighters (even some of the really powerful ones) being completely useless once you step a few paces away, and Awakened forms being huge threats, having someone so versatile to switch to helps out a lot. 

Kakashi Hatake (Double Sharingan)

The copy ninja reaches his ultimate form once he’s granted the full power of the Sharingan by Obito Uchiha. With both eyes, he’s able to deliver even more hurt to anyone that threatens that hidden leaf.

Kakashi is dangerous enough since he has access to combos that utilize earth, water, and fire. When you add his Chidori to the mix, you have a ninja that can take advantage of all scenarios. What the Double Sharingan brings to the fight is the full Kamui ability that you can acutally pull off if you’re using regular Kakashi and Obito. So, this version is essentially a combination of both those fighters, saving up two slots for someone else. 

Kaguya Otsutsuki

Kaguya isn’t exactly a fan-favorite character. She’s included in Naruto Shippuden: Ultimate Ninja Storm 4 because of her major part in the narrative, but fans of the manga/anime never really took a liking to her. She wasn’t exactly around for very long and her fight against the protagonists didn’t shine as much as previous ones. But she still manages to be the most unique character in the entire game, as well as remaining extremely dangerous.

Like Tenten, Kaguya has an extended ranged combo, except her final attack its in 360 degrees. She also has some really powerful melee combos, but that’s not what makes her special. Naruto Shippuden: Ultimate Ninja Storm 4 introduces several new features, one of them being elemental effects. Kaguya is unique in that she can fully exploit them all by changing the world you’re fighting in.

All characters have access to ninja tools except for Kaguya. She instead has the ability to change the world around her to sand, ice, or fire. Her move-set changes along with world, adding range and damage depending on the location. This is perfect for cancelling advantages of others, or giving yourself a few.
