The failed to save settings to server issue essentially resets all your custom settings to default, meaning that if you proceed without taking steps to sort the problem you’ll have to go through your settings and manually change them again. Not fun. Even the pros are struggling!

Thankfully, the fix is actually really simple — at least, it was in my case. All you need to do is fully reboot your client and your computer, then try again. It worked a charm for me, and I know other players have reported similar success.
For now, though, Riot Games has actually removed the Competitive mode while it sorts out the problem, as you can see in the above image.
You may have seen your crosshair, key binding, and other saved settings being reset.

I don’t imagine the fix will take too long to come through, but if you’re wanting to grind ranked play then you’ll, unfortunately, have to wait for the time being.
