Once you get into Philadelphia, you’ll be tasked with a bunch of goals, one of them is to drain the fountain.
It’s essential to make sure you have a full special meter because it will enhance all of your stats enough to make sure you can clear the jump onto the roof.
Now, your first instinct might be to go over to the fountain, but instead, what you want to do is build up your special meter. Go northeast from your starting location until you come to a stair set in front of this building.
What you’ll need to do is ollie off the ledge in front of you to get on the roof. From there, you will see three valves in a row. Grind on any of these rails to drain the fountain and complete the goal.
You’ll know you’ve done it correctly if it cuts to a brief cutscene of the fountain water being drained out.
If you’re still having trouble getting up to the roof, it might be worth going and collecting stat points you missed at earlier levels. You can then put those points into the Air stat to increase your height gain from ramps.
