Depending on which route you’ve taken in the game and how much exploring you’ve done, you will likely have come across two padlocks/chains that require the bolt cutters a while before they are made available.

There’s a passageway in the Downtown area and a Supermarket entrance that requires them, and you’ll also need bolt cutters to get the shotgun that’s hanging on the wall in the Subway Office (Subway Control Room as it appears on the Downtown map).

To find the bolt cutters you will first have need to put the fire out using the fire hose. Once you walk down that alleyway you will come to a save room just before you access an area called the Garage. The bolt cutters are hanging on the wall. You can view its location below.

Once you have them, you can choose to progress further toward the power station or turn around and backtrack to areas like the aforementioned Supermarket (middle of Downtown) or the Subway Office to grab the previously inaccessible items.
