Once you wrap up the campaign, you’ll get this congratulatory message stating that you can now replay previous missions and FNSM activities; change the time of day in the options menu; choose the Ultimate Difficulty option; and most importantly, start new game plus with all of your unlocked gear and skills.

Go back to the main menu where you choose your save file, and if you highlight your completed save, you’ll see an option on the bottom that says Create NG+. Press the square button and a new file will be created that says Saved Game # (NG+).
