First off, you need to tame a horse and be able to ride it. Once you’ve done this, simply ride the horse to any stable in the world.

If you take it to a nearby stable, you can pay a small fee of 20 rupees, and the horse will be yours. You’ll get a saddle for the horse, along with the right to name it whatever you want. After completing this process, you’ll be able to summon it. It’s definitely recommended that you take a horse to a stable as soon as you tame one that you like.
