While Microsoft’s acquisition of Bethesda last year seemed to all but secure the publisher’s library of content for Microsoft’s disposal as and when it saw fit, it seems that we can’t necessarily expect every Bethesda title to hit Game Pass at launch. Skyrim Anniversary Edition is one such exception; the game will not be available on Game Pass and there are no concrete plans to have it join the service that have been announced.
The question was actually answered by Bethesda’s Spanish team over on Twitter last week:

Now, whether that remains the case for long remains to be seen. If we had to guess, it seems as though Bethesda is keen to benefit from the exclusivity of having Anniversary Edition launch as a standalone product for now, before bringing it over to Game Pass in the future.
