With the homeless man’s clothes, head down the slope towards the main square in Chongqing, where you likely came from. Once you’re in the main area, outside the entrance to the apartments and restaurant, turn right and head towards the stairs.

If you’re somewhere else in the level when starting this part of the mission, just head back to the main square at the start and look for the stairs that go up to the laundry place.
