To use the flashlight, all you have to do is press up the d-pad. This will allow you to take it out and cast light on some of the darker areas in the game, allowing you to explore more easily.

While the city of Tokyo is pretty brightly lit in general, there are also tons of dark areas that you’ll need to scout out in Ghostwire Tokyo, which is where the flashlight comes in handy. Having a light source will allow for easier exploration, but will also alert nearby enemies to your position, and may cause them to converge on your location and attack you.

With that in mind, be cautious when you’re using it, and always be ready for a fight while exploring.
