The card is okay, but a bit behind the power curve. The Reguilon card you can get from Season Objectives by just playing is significantly better than this card.

His pace is good, as are his passing stats, but his dribbling is well below par and his aggression is very low for a defender.

The best thing to do for an 85 rated squad is to go for a couple of high rated players and balance them out with low rated ones. Fodder is really cheap attacking the moments and if you’ve got any League SBC cards going spare, now would be a good time to use them too.

You can then fill out the rest of the squad will lower rated cards that get good links to each other, maybe sticking to a league like La Liga or Bundesliga, where there are loads of cheap 83 and 84 rated cards. You only need 70 chemistry though, so you don’t need that many links and can have some people out of position.

For the French player you need, use someone like Laporte, Tolisso, Rabiot, Thauvin, or Ruffier, who should be cheap.
