Flair shots includes everything from rabonas and back heels, to scorpion kicks, and which one your player does depends on their body position and where the ball is.
You won’t really have much choice on what your player actually does when attempting a flair shot, but it’ll look cool no matter what animation plays.
How to Score Flair Shots in FIFA 20

You can do flair shots whether the ball is on the ground or in the air. If the ball is in the air, above the player you’re trying to shoot with, they’ll likely try to do a bicycle kick. If it’s on the ground though, your player will likely flick it with the outside of their foot, or something similar.
It’ll also help if you player has the flair trait. You can check those by pausing a game during a match, but those players are more likely to do something like a rabona shot or scorpion kick if the ball is in the right position.
