This SBC isn’t terrible value, but the card isn’t very good. Other than his agility and actual dribbling, his overall Dribbling stats are terrible, as are his Passing numbers.
This stinks of being one of those SBCs that EA release that seems cheap at first glance, but the card would actually be cheaper on the market and the SBC has been designed to drain the market of coins.

How to Complete Scream Chong in FIFA 20
Just as has been the case with many player SBCs recently, you can complete this Scream Chong SBC by just building a squad from one of FIFA 20’s major leagues.
Due to the other SBCs out today, La Liga and the Premier League might be best to avoid, but Serie A and Bundesliga would be good options.
In the Bundesliga, the likes of Thomas Muller, Pavlenka, Sule, Javi Martinez, and Tolliso are nice and cheap and work well in the Scream Chong SBC.
Also, since you only need 75 chemistry, it doesn’t matter where you slip in the required Premier League player. It would be best to opt for a goalkeeper too, someone like Kepa or Bernd Leno, since they’re often the cheapest.
