First things first, it’s worth noting that there are five different versions of Emperor Palpatine in the game, and each of them can be unlocked through story progression. These are as follows:

  • Palpatine Senator — Complete the mission ‘ The Battle of the Jedi’ from Episode II: Attack of the Clones.
  • Palpatine Chancellor Grey — Complete the mission ‘The High Ground’ from Episode II: Attack of the Clones.
  • Palpatine Chancellor Red — Complete the mission ‘Out for the Count’ from Episode III: Revenge of the Sith.
  • Palpatine Scarred — Complete the mission ‘Droid Attack on the Wookiees’ from Episode III: Revenge of the Sith.
  • Emperor Palpatine — Complete the mission ‘Senate Showdown’ from Episode III: Revenge of the Sith.

That said, if you want to unlock Emperor Palpatine even quicker, though, there is a cheat code that’ll net you the Emperor much sooner.
