Severance Enclosure is obtained through random world drops in Destiny 2. This simply means you won’t obtain it through a questline. You’ll have to pray to RNGesus for some luck.

Exotic engrams are going to be your best chance of finding it. These can drop from any activity that offers powerful engrams as a reward. You’ll want to look at the raid, Nightfall, Strikes, and a few other activities.
