The former is basic attachments like sights or scopes, while the latter change the statistics of the gun you’re using. They’ll do things like increase the fire rate, improve its accuracy, or boost the damage it can cause.

Then, select the weapon you’d like to mod, at which point you see the open slots and mod types it’ll take on the left hand side of the menu.
To see which mods you have that’ll fit into those slots, click on the open slots and add whatever you want there. You’ll be able to see what affects they have, just to check that they give the bonus you want them to before confirming it.
