First off, Dream Bell Tickets are a new item that you can collect in the game, and you can only obtain them by making use of the dream suite. Once you have the update installed and ready to go, boot up the game and head to the nearest bed to sleep.

You’ll be introduced to Luna for the first time and you’ll have the option of uploading a snapshot of your island online for other players to explore. Whenever you make manual changes to your island, you can speak to Luna again and update your dream island upload. Do note that you can only update once per day, so make sure you’re happy with your island conditions before doing so.

After updating, check your mail the next day to find a Dream Bell Exchange Ticket from Luna.

What They’re For

At the time of writing, it doesn’t look like you can actually exchange these Dream Bell Exchange Tickets for new items. However, they are worth quite a bit of money. They can be sold at Nook’s Cranny for 5,000 Bells each, which makes it quite a valuable item for early players who need to make a quick buck.
