When you leave Ko-Rel and the Nova Corps in Chapter 2, you’re given 3 cycles to be able to collect the money for the fine. After your confrontation with Lady Hellbender, you’ll have amassed enough money to pay the fine.

Unfortunately, some crazy stuff happens with the Nova Corps that makes paying the fine with them impossible. It isn’t until you go to the Worldmind in Chapter 9 that the fine comes back into play.

Should You Confirm or Cancel Fine Payment in Guardians of the Galaxy?

After speaking with the Worldmind, you’ll be given the choice of confirming or canceling the fine payment. If you go ahead and pay, then you’ll be rewarded with the Galactic Frugality achievement or trophy.

If you don’t pay your fine, you won’t get the trophy or achievement but you’ll obviously be able to keep your credits. Doing so allows you to purchase things when you carry all of your stuff over via new game plus, so there is still a good incentive not to do so as well.

That is everything you need to know on if you should confirm or cancel fine payment in Guardians of the Galaxy.
