As it stands, no, you cannot respec your character in Dragon Ball Z: Kakarot. Once you’ve allocated your Z Orbs into a certain skill or technique, you can’t undo the action and allocate them to a different skill instead.
The only way to undo any character specing you do is to revert to an earlier save or, if you feel the mistake you made is bad enough, starting the game over from scratch.
It’s a bit of a harsh and rigid development approach, but also one intended to make players think about what kind of build they want to give the characters they play as.
Will Respecing Ever Be Added to the Game?
As for whether the feature might be added at a later time, it’s not out of the realm of possibility.
