To get Wheelspins in Forza Horizon 4, you need to complete a couple of different activities. The first way to get them is to just level up and play the game. As you rank your character up, along with specific course types, you’ll get Wheelspins as a reward quite often. When you spin them up, you’ll get either get something cool for your character to wear, a new car, or some credits (CR).
The Super Wheelspin version of this is just literally three going at once, giving you three times the chance to get something rare or cool. Obviously these are rarer than the regular spins.
The other way to get Wheelspins is to level up your cars. Cars, each have their own skill points and perk, and one of the things you can dump your skill points into are bonus spins. Go into the Cars section and go to spend your skill points. Look around at the perk/bonuses that you have for the car you are currently driving, and see if there are any options to invest skill points to get more spins.
