This one should be obvious, right? We had to include it in a games like Frostpunk list. If you haven’t played the now classic survival game from the same developers, 11 Bit studios, then you might want to get on that.
What made This War of Mine so iconic is not only its challenging survival-sim management gameplay, but also its unique setting and perspective. It takes place in a fictional city of Pogoren, Graznavia but it’s clearly inspired by real-life events that took place during the Bosnian War.
Instead of managing an army to determine the outcome of that war, you’re controlling the civilians and trying to help them survive a terrible ordeal. You need to scavenge, manage basic humans needs like hunger, and just hold out until its safe to return to normal life.

Surviving Mars
If you’re looking for something more recent that also has great/unique survival mechanics, then definitely give Surviving Mars a go. Released in March of 2018, this game tasks you with starting a Martian colony from scratch.
You’ll start from humble beginnings: just a few rovers and a dream. Over time, though, you’ll lay the groundwork for human colonists. You’ll need to manage their critical needs like access to water and oxygen, but you’ll also need to micromanage their personal needs boredom, job preference and other aspects that could lead to poor mental health.
If you’re successful, you’ll be able to grow your colony from a few rovers and a single dome, to a sprawling Martian metropolis that earthlings will be beating down the door to visit.

Banished
If what you love about Frostpunk is its punishing difficulty and resource management, then Banished will likely be right up your alley. Your objective is to lead a group of exiles that alone are pretty boned, but together, can figure out a way to create a thriving society.
In Banished, people are your primary resource and your goal is to create an economy that not only is functional, but also is satisfactory to your citizens too. You’ll need to micromanage what your citizens are contributing to the economy, along with bigger more macro-oriented problems like supporting your citizens with housing, resources, and guiding them through hardships like natural disasters.
If you’re successful through it all, you’ll have generations of happy citizens that appreciate your leadership.

Imagine Earth
If you’re looking for something on a more intergalactic scale, Imagine Earth is a game worth considering. This one is another real-time strategy game where not only do you manage cities, you’ll be exploring the galaxy and building up planets as well. You’ll have problems that range from the mundane like disasters, but will also have to deal with alien invasions and the like.
In addition to the usual city management, you’ll face competition from other corporations that are also in the business of colonizing space. Unlike other games where you’re the one and only, you’ll have to make sure that you’re beating out other aspiring barons that seek to increase their profits at the expense of yours.

They Are Billions
Although still in early access, They Are Billions is a game that is far along enough, and put together enough to have attracted a dedicating following of fans that are addicted to its challenging gameplay.
In They Are Billion your goal is to survive by any means necessary from an onslaught of zombies. You’ll need to create a base that is able to withstand nightmare of a world as long as possible. You’ll need to manage everything about your base, along with going out and risking yourself to collect resources needed to get your fortress to where it needs to be.
There’s a tech-tree with lots of different resources to manage that should be familiar not only to city-management and survival fans, but more traditional RTS fans as well.

Oxygen Not Included
If the others on this list are a little too dry for you, Oxygen Not Included might be more of your jam. It too is a colony survival game, but with more emphasis on immediate survival since your most important resource is oxygen; something that all living things need in some shape way or form.
Everything revolves around making sure that oxygen is in enough supply, so as your planning your colony, you’ll need to constantly think about how what you want to do will effect your supply of oxygen to your colonists. And, of course, because it’s a management-sim game, you’ll have workers that you’ll be able to assign roles crucial to the survival, success, and growth of your colony.
